Prose analysis
Windmill is code-forward workflow infrastructure; Flow-Like is visual workflow-app software.
Windmill deserves a direct comparison because it overlaps strongly with workflows, internal tools, self-hosting, and developer operations. It is probably the better choice when a multi-language script service, endpoints, and code-first operations are the primary interface.
Flow-Like is stronger when the workflow is meant to be designed visually, validated through typed pins, shipped with UI, and run locally or offline. That makes it a better fit for solution engineering, field tools, file-heavy apps, and mixed technical/non-technical teams.
